India’s GST collections for November 2023 totalled Rs. 1,67,929 crore, up 15% year-on-year. Breakdown of November 2023 GST Collections
The total GST revenue of Rs. 1,67,929 crore for November 2023 comprised the following components:
• Central GST (CGST): Rs. 30,420 crore
• State GST (SGST): Rs. 38,226 crore
• Integrated GST (IGST): Rs.87,009 crore (including Rs.39,198 crore from imports)
• Cess: Rs. 12,274 crore (including Rs. 1,036 crore from imports)
From the IGST collections, Rs. 37,878 crore was settled towards CGST and Rs. 31,557 crore towards SGST. After these settlements, the central government retained Rs. 68,297 crore and state governments retained Rs. 69,783 crore.

Analysis of Collection Trends
November 2023 achieved the highest year-on-year growth rate of 15% for FY 2023-24, surpassing previous months. Domestic revenue, which includes service imports, rose 20% year over year in November 2022.
The cumulative gross GST collection for April to November FY 2023-24 reached Rs. 13,32,440 crore, averaging Rs. 1.66 lakh crore monthly. This represents an 11.9% increase over the Rs. 11,90,920 crore collected during the same period in FY 2022-23 (an average of Rs. 1.49 lakh crore per month).
The decline compared to October 2023 is attributed to the festive season effect. October collections were boosted by increased consumption during the Dussehra period, while November represents a return to normal economic activity patterns. The lowest collection for FY 2023-24 was recorded in May 2023 at Rs. 1,57,090 crore.

The grand total across all states and UTs (excluding imports) reached Rs. 1,27,695 crore in November 2023, up from Rs. 1,06,416 crore in November 2022, reflecting 20% domestic growth.
Annual SGST Comparison (Pre and Post Settlement)
For FY 2023-24 (April to November), the total pre-settlement SGST across all states grew 15% to Rs. 3,09,003 crore from Rs. 2,67,818 crore in the corresponding period of FY 2022-23.
After IGST settlement, the total state revenue grew 12% to Rs. 5,67,464 crore from Rs. 5,07,355 crore. This indicates that the settlement mechanism from IGST provides a substantial additional revenue stream to state governments, nearly doubling their pre-settlement SGST figure.
Maharashtra led with post-settlement SGST of Rs. 96,551 crore (16% growth), followed by Karnataka at Rs. 48,766 crore (13% growth) and Tamil Nadu at Rs. 42,472 crore (9% growth).
