On June 1, 2025, the GST Network published its report on Goods and Services Tax (GST) collections for May 2025. The total GST collection for May 2025 reached Rs. 2,01,050 crores. This amount shows a decline when compared to the April 2025 collections, which stood at Rs. 2,36,716 crores. This article provides an in-depth analysis of these figures, including state-wise GST collections for May 2025 and an examination of the factors contributing to the observed decrease.

Detailed Overview of May 2025 GST Collections

Compared to the previous financial year, May 2025’s GST collection recorded a substantial increase. Nevertheless, the total gross GST revenue for May 2025, at Rs. 2.01 lakh crore, was less than the collections from the preceding month. This monthly collection for May 2025 demonstrates a 16.4% growth year-on-year compared to May 2024, when the total was Rs. 1.74 lakh crore.

The gross GST collection for May 2025 comprises several key elements: CGST contributed Rs. 35,434 crores, SGST accounted for Rs. 43,902 crores, IGST stood at Rs. 1,08,836 crores, and Cess was Rs. 12,879 crores. Year-on-year, revenue from domestic transactions grew by 13.7%, while import revenues saw a notable increase of 25.2%.

The May 2025 GST collection report also detailed the GST refund amounts processed during the month, totaling Rs. 27,210 crores. This includes Rs. 4,243 crores in CGST refunds, Rs. 5,391 crores for SGST, Rs. 17,159 crores for IGST, and Rs. 417 crores for Cess.

The net GST collections for May 2025 reached Rs. 1,73,841 crore, indicating a 20.4% month-on-month increase.

State-wise Distribution of GST Collections in May 2025

The government has also published the state-wise breakdown of GST collections for May 2025. Maharashtra maintained its position as the top state in terms of absolute gross monthly revenue, with Karnataka, Tamil Nadu, Gujarat, and Delhi following in succession.

Most states and Union Territories showed an improvement in their GST collections during May 2025. However, a few exceptions recorded declines: Uttarakhand (-13%), Mizoram (-26%), Dadra and Nagar Haveli and Daman & Diu (-6%), and Andhra Pradesh (-2%).

Significant contributors to the monthly revenue, including Maharashtra and Karnataka, reported growth rates ranging from 17% to 20%.
