The Central Board of Indirect Taxes and Customs (CBIC) has mandated biometric Aadhaar verification for Goods and Services Tax (GST) registration in Andhra Pradesh, effective December 4, 2023. This important change, initially piloted in Gujarat and Puducherry, has now been expanded nationwide. Understanding Biometric-Based Aadhaar Authentication

Biometric Aadhaar authentication involves a secure process where individuals provide their Aadhaar number, along with either demographic or biometric details, to the UIDAI’s Central Identities Data Repository (CIDR) for validation. This validation method is now a crucial component of GST registration in Andhra Pradesh, improving the overall integrity of the process. Mandating Aadhaar certification and biometric checks at authorized GST Suvidha Kendras (GSKs) is intended to strengthen security, reduce fraudulent registrations, and promote a more transparent business environment within the state.

According to CGST Notification No. 13/2024, dated July 10, 2024, biometric Aadhaar authentication for GST registration, previously introduced as a pilot in Gujarat and Puducherry, has now been expanded across India, superseding the earlier notification. Furthermore, CGST Notification No. 12/2024, also dated July 10, 2024, states that applicants who choose not to undergo Aadhaar authentication must provide a photograph of the applicant or relevant individuals and have their original documents verified at a designated facilitation center.

Businesses engaged in supplying goods must register if their yearly turnover exceeds Rs. 40 lakh, whereas service providers face a registration threshold of Rs. 20 lakh. Biometric Aadhaar Authentication Process for AP GST Registration

The procedure for biometric Aadhaar authentication during GST registration in Andhra Pradesh is structured for simplicity and security. The steps are as follows:

  • After submitting the REG-01 application, the applicant will receive an email containing either a link for OTP-based Aadhaar authentication or a scheduling link for biometric Aadhaar authentication at an assigned GST Suvidha Kendra (GSK).
  • If an OTP-based authentication link is provided, applicants can continue with the standard process.
  • If the link is for an appointment, applicants must arrange a visit to the specified GSK.
  • Prior to attending the GSK, applicants should collect all necessary documents specified in the email, including the appointment confirmation, jurisdiction information, Aadhaar number, and original application paperwork.
